"You know, if you must copy something nice you see in another country or place, please make sure you follow through with it and also make sure you apply it to fit your people's way of living and their mentality. You can't change people overnight; only God can change people. For example, you are talking of enforcing speed limits. How can you do that when you haven't first put speed limit signs and symbols in ALL roads? And your driver's book hasn't been updated for some years now? You have succeeded in collecting electronic finger prints every where but it's kind of useless when your data base is just for storage purposes. No good forensic department in your criminal investigation departments. All accusations are either based on word of mouth. Most people in your prisons are innocent. Please come up with other ways of Correcting people; for example, community service, fines, and etc. Anyway, this is just an advice from someone who has traveled, lived, experimented, and observed other ways of living.
